It was, in "Using The Small Lathe", published in 1963.
The gadget in the original post is not a Keats. This is a Keats.

I ordered it 3 days ago with standard shipping. I don't get stuff that fast from McMaster and they are just 80 miles from here (Philadelphia, PA)

Drilling of faceplate will commence as soon as I finish the Epicyclic Engine flywheel.
