Building The Universal Pillar Tool brings together a number of articales that were originally published in Model engineer to do with building the Universal Pillar Tool. It provides the drawings (in imperial  :disappointed:) and step by step instructions explaining how to make each of the components.

As well as the basic Pillar tool, it also covers the Staking Tool and the Sensitive drill attachment.

Even if you are not looking to make the UPT it is a really useful book explaining how to do some challenging machining operations. But bewarned.. it might leave you wanting to make a UPT for yourself  ;).
