Is it a pump or an engine?

Can anyone help with this rather odd looking contraption?

Michael and I have been wondering this morning if this is a pump or an engine. It appeared to be a large twin cylinder oscillating engine which is what initially caught my attention; I made a fitting and oiled all of the many oiling points and pumped some air through both the 'inlet' and 'outlet' ports in turn ......... the engine runs with a lovely chugging noise and unsurprisingly it reverses when the inlet and and outlet are swapped

Then there is what looks like a lever which I thought may be a reversing mechanism it isn't; I have been informed that it is belt tensioner and that does kind of make sense

Any ideas ..........engine or pump or both?  :D

I'm more inclined to say it's a pump. The big thin cylinders suggest High volume - Low Pressure

Any oscillating engine when turned by hand or external drive will act as a pump, and a pump if blown into will run like an engine

I agree, thats a pump, the piping size makes sense for pumping liquid, plus the fact that the two ends are connected with the pipes. The arm with the roller would be the belt tensioner for a belt (leather?) around the flywheel, its weight would put a little pressure on the side of the belt. Maybe a spring somewhere down to the frame? Can't tell in the pictures if there was one. Would make a nice companion hooked up to one of your other engines.

Interesting, that's the conclusion that we were leaning towards. Michael S also sent this video through of an old twin cylinder  oscillator engine pump running off an electric motor and some pictures:

There is a tiny hole in the pulley arm which may have been for a spring, but not sure where it would have connected to?
