I just found this place.   It's a clearing house for just about anything, including tooling for the shop.   I imagine some of its junk, but the prices are unbelievably low.

I ordered a few things...I'll let you know what I find.

Hello Dave,

I ordered a bunch of C2 and C6 tools from them and so far what I have used do not last. The C6 parting tools will only make a couple of cuts before the tip breaks. One of the 60degree threading tools have made four 3/4-16 by 1-inch long threads and still seams OK. However I went through two of them when I made my Press/Brake. I ordered from them because it is getting so hard to find 1/2 x 1/2 C2 and C6 carbide tipped tools. Hope you have better luck with them.

Depends on the type of involute cutter. Imperial (DP) cutters are numbered one way, metric (module) cutters are numbered the reverse way. That's across industry, not just specific to Banggood.
