I have seen those laps from americanlap.com and I want to to build one with a similar design myself.

The tricky bit is making the slits. Like you say, a bit challenging with hobby equipment. My power scroll saw accommodates nice thin metal cutting jewellers blades but it labours on steel of any thickness. I hand sawed the slits just using a bar guide in the vise to keep the lines somewhat straight & aligned. It wasn't too pretty but it worked. 1 or 2 is ok, a progressive set is too much work. Water jet or laser would be the weapon of choice but.. setup cost etc.

This video shows a (bigger scale) lap tool similar principle basically freehand. One could improve the accuracy by mounting the tool blank on a sacrificial plate shaped as a hex (for 6 slits) & use a side fence for bit more constancy. <a href="https://www.youtube.com/watch?v=AEsaSN4LLU4" target="_blank">http://www.youtube.com/watch?v=AEsaSN4LLU4</a>

This lapping video is really interesting. I was taught how as an apprentice, but never had the opportunity - or need - to put it into practice!
