It was serialised in Engineering in Minature in volumes 3 & 4

That's Ebay saying the seller did not specify postage to other countries, not saying they will not do it. Send a email to the seller and ask!

They are apparently still available from Reeves though and I will bet they will ship to the USA.

Reeves does ship here, have bought tools from them in the past. The castings from them are a bunch more than the auction is at right now.
