Just downloaded Dropbox.. pretty cool tool. But, can folks access this if my computer is off?? I think not but figured since I'm really an idiot with this stuff I'd ask...

Hi Pete

Folks are able to see everything you shared with them. Those things you didn't share are not reachable for anyome but you (and probably the FBI)

Dropbox is actually a Cloud storage. This means your Data is stored on a Server of Dropbox and this Server is (should be) online permanently.
The folder on your Computer is an exact copy of the folder on the Server. And if you change something in your folder, the folder on the Server will aslo be changed.

Wow, thanks for the quick answer Florian!! It's a bit of a relief to know that I can shut this thing off and folks can access with the link I send them. I really didn't want to have a full time server going....

Google Drive  is a similar thing that I find a lot easier to navigate, in case you want to look into it.
