I used to work on the canals - over here tin cans are still used on boats to cover exhausts from old single cylinder diesel low RPM engines and exhausts from cabin stoves. Some instead have a tin hat type affair but these tend to encourage tar to drip down the inside of the flue. Never seen a flapper on a boat

Thanks for the concern Brian.
I have had a lot of life get in the way for the last month so have not been building engines much. I will post an update over in the chatterbox.  The wheels Roger references were a side project to check out some CNC mill repairs but I will be back building engines, and posting on them, a little later this summer.
